Depending on your budget, you can either rent a commercial space where you can tie the helium balloon down, or let it roam around, controlled by a remote control or as driven by a pilot.

The large size of helium balloons makes them very prominent, even from a distance. There are also some types that have lights inside the envelope (the inflated part).
