Working with Ordinary Balloons
One of the things you can do is to tie some balloons to your mailbox or somewhere in your home's entrance to welcome the guests coming in. You can also tie them on the celebrant's chair. If you have more time, you can make a balloon arc to be placed on your doorway or above the birthday celebrant's seat.
Hanging bunches of balloons from the ceiling or from light fixtures also creates a very festive effect. In doing so, you may use colored ribbons to tie the balloons together and attach them. You can further add a touch of art to the balloon decoration by curling the ends of the ribbon using your thumb and the blade of a pair of scissors.
Using Helium Balloons
Helium balloons float in the air, which also makes them great party decorations. Remember that they are only good for about eight hours, so make the balloon decorations on the big day itself. One of the things you can do to prevent helium balloons from flying away is anchoring their thread to the table cloth using safety pins.
You can also use a wooden block wrapped in fancy decorative paper to keep the balloons in place. Another effective weight is a plastic bottle filled with sand. You can cut out some designs from colored paper and stick them to the bottles to make them presentable.
